Three external and independent reviews have been undertaken of the Health for north east London programme. These are:
Independent Reconfiguration Panel (IRP) review
The National Clinical Advisory Team (NCAT)
The Office of Government Commerce (OGC) Health Gateway review
As the programme progresses, we will be talking to both NCAT and OGC, and seeking further advice and asking for a further review if deemed appropriate. If undertaken, reports from these reviews will be made available on this website.
Independent Reconfiguration Panel (IRP) review
The IRP is independent of the NHS. The panel comprises clinical, managerial and lay member representatives. The panel considered whether the local proposals would provide safe, sustainable and accessible services for the local population. Panel members undertook a series of site visits and meetings to talk with the NHS, the public, staff and local groups to gather evidence and develop their recommendations to the Secretary of State. National Clinical Advisory Team (NCAT)
NCAT was invited by the programme team to undertake a review of the clinical case for change and proposed options for change. They report independently on their assessment of readiness for consultation on the clinical aspects. NCAT provides a pool of clinical experts to support and guide the local NHS on service change proposals to ensure they are safe and accessible by patients. A review was undertaken by NCAT in May 2009 of the case for change and a further visit in October 2009 assessed the detailed proposals for change. See the NCAT written report.
Office of Government Commerce (OGC) Health Gateway review
An OGC Gateway review examines the robustness of the outcomes and objectives for the programme and confirms they make the necessary contribution to NHS strategy. A Gateway Stage 0 review was undertaken in May 2009.
